Please, write to, or petition your local space agency to offload excess water to the Moon and Mars. Excess water vapor forms on Earth from hydrocarbon combustion (methane, propane, butane, gasoline, kerosene, jet fuel, etc). Water vapor is also a byproduct of Aerobic Respiration (the Krebs Cycle).
